The Vanuatu Bureau of Statistics (VBoS) is the national statistical authority responsible for collecting, analysing, and disseminating official statistics to support evidence-based policy and decision-making across Vanuatu. As the world’s most disaster-prone country, VBoS plays a critical role in building the data systems needed to respond to climate change and natural disasters. Through its “Vanuatu Data Science Driving Innovation in Climate Change and Natural Disasters” project, VBoS is pioneering the integration of machine learning, reproducible analytical pipelines, and a centralised Management Information System to strengthen national resilience and disaster preparedness

Vanuatu’s integrated data science system represents a fundamental shift in how a small island developing state approaches climate and disaster data. Rather than relying on slow, manual, and fragmented assessments, VBoS has built an end-to-end system that connects environmental monitoring, predictive modelling, and decision-support into a single, cohesive platform. Several features make this approach genuinely innovative. First, the combination of machine learning and satellite imagery enables near real-time monitoring of slow-onset climate change impacts — environmental changes that are often invisible until it is too late to act. Second, reproducible analytical pipelines automate the estimation of disaster damage and recovery needs within hours of a hazard event, dramatically reducing the time between disaster strike and resource mobilisation. Third, the integration of disaster impact modelling into Vanuatu’s national accounts framework is a Pacific first, enabling governments to quantify the true macroeconomic cost of climate-related disasters. Critically, the entire system is built on open-source tools and freely available satellite data, making it replicable and affordable for other Pacific Island countries. This moves innovation beyond a single country solution toward a regional public good — scalable, transferable, and designed from the outset to be owned and sustained locally.
