Governments and port authorities can support the model by requiring proper waste-oil disposal, licensing approved collectors, and encouraging vessels and businesses to use lawful recovery services.

Financing can combine private investment, climate and environment grants, concessional loans, donor support, and service contracts with major waste-oil generators. Revenue can come from collection fees, processing services, and sale of recovered fuel at below-market rates.
