Pacific Islanders face major barriers to accessing climate finance mainly because funding processes are too complex and technical for communities with limited administrative capacity. Many local groups lack the expertise, data, and institutional systems required by major donors, making it difficult to prepare strong proposals or meet strict reporting requirements. As a result, even highly vulnerable communities struggle to unlock the climate funds meant to support them.
